These UMB advisers will cooperate with the Executive Committee to improve any aspects that influence the participation of sportsmen in UMB-organized competitions as well as the development of billiards and other related forms of this sport.
The Executive Committee decided that these two advisers, one man and one woman, should be elected by the highest possible number of sportsmen. In accordance with this decision, a voting mechanism has been developed which will freely and democratically determine the above mentioned player representatives.
In the first quarter of 2015 the election of a representative athlete will take place, the choice of a representative woman athlete will take place during the next women's world championship.
The UMB advisers will be elected for a four-year period after the UMB Board elections.
In case of resignation, sanction imposed during the term of office due to disciplinary reasons or doping during official national or international events, or the impossibility to perform tasks during the term for which the advisors were elected, the UMB Executive Committee can appoint another adviser for the remaining time or call new elections.
ELECTORATE
The sportsmen who, at the time of elections meet the following criteria, will have the right to vote and to become candidates, in other words, to be voters and to be eligible. They must:
Be legally of age and as a man, classify amongst the first 100 in the absolute world three-cushion billiards ranking, or as a woman, among the best 32 in the females’ world ranking;
Have participated, at least in two UMB official tournaments (World Cup or World championship) included in the determining world ranking.
Not be sanctioned during the candidacy at the time of the elections or during the conferred term of office for disciplinary reasons or doping in official national or international events.
CANDIDACIES
The candidates can present themselves minimum during two weeks in accordance with the election calendar. At least 10 sportsmen in case of a male candidate and 5 in case of a female candidate should back them. The candidates must express their wish to run in the elections to the UMB President in writing, including the above-mentioned references.
After the candidacies have been accepted, the candidates can send the UMB their intentions on a two-page document maximally, together with their photograph to be published on the UMB portal, in the space designated to that end. They will also be able to publish and campaign for votes in any other media.
ELECTION CALENDAR
The UMB President will call the elections at least 8 weeks before the last day of voting.
The candidates will have up to 2 weeks as from the call for elections to put forward their candidacies.
VOTING PROCESS
The UMB Committee will name an official to be in charge of the election process.
In the meeting, the UMB Committee will designate the process of voting by mail.
In voting by mail, the voters' identification and the secrecy of the vote will be ensured.
RESULTS .
After completing the voting process the official in charge shall inform the President of the results provided by the electronic process, including:

Blank votes
Votes for individual candidates
In case of a draw between two or more candidates, lots will be drawn to determine the elected sportsman. The candidates will not be allowed to renounce their inclusion in this draw.
The UMB President and the election official will subsequently publicly announce the election results.

February 9th, 2015. Official announcement of the election process. Start date for submission of applications,
February 25th, Deadline for nominations.
March 1th, publication of applications accepted. If there is only one candidate, the candidate will automatically be elected if he is included in the 16 first places of the world ranking or present at least 20 guarantees and the electoral process being finalized. If not the board announced a new process in the current year.
March 15th, sending the invitation to the voters, early voting period. Voters will receive on March 15th, 2015 a personal invitation sent by email from the UMB, the passwords to the e-voting platform will be provided, if any elector did not receive by the date indicated his invitation he can apply by email to frequena@umb-carom.org before March 23th indicating his name and position in the current world rankings on February 1th, 2015. In the electronic voting platform he can vote for his choice in a simple way.
March 26th, final day of voting, closing at 23h Brussels time.
